Session of 2015 - 2016 Regular Session

MEMORANDUM

Posted: February 24, 2015 11:57 AM
From: Senator John N. Wozniak
To: All Senate members
Subject: Study to Analyze Cost-Benefit of School Consolidation and/or Administrative Consolidation

In the near future I intend on introducing two resolutions requesting the Legislative Budget and Finance Committee study the cost-effectiveness of consolidating school districts and/or administrative functions. This is similar to the memo I sent out last month. I would like to thank those members who supported that initiative but that memo is being pulled in favor of this revamped approach. My goal is to achieve maximum cost savings, be it by reducing the number of school districts in the Commonwealth or by consolidating administrative functions at the county level.

I believe there is a way for the Commonwealth to not only achieve significant savings through consolidation but to offer a better education as well. Don't ALL of our students deserve that?

Please join me in co-sponsoring this resolution. If you have any questions, please contact Josh Myers of my staff at 787-5400 or by email at jmyers@pasenate.com. Thank you for your consideration.

Document #1

Introduced as SR53

Description: School District Consolidating:
  • determine whether by consolidating, smaller and more rural districts could save money in regards to purchasing power of supplies and services
  • analyze whether services could be consolidated, much like many municipal services on other levels
  • study the effects of consolidation on transportation issues, logistical issues and other situations that may not be considered on the surface
  • investigate whether pooling of State money would yield better services for cash strapped school districts allowing for more efficiency and ultimately a better system of education for students in the Commonwealth
  • evaluate whether, by consolidating school districts at the county, intermediate unit or other level, larger school districts could  provide more services such as extensive special needs programs, after school programs and other means that poorer districts traditionally can not provide or afford.
