Subject: Expansion of the High Performance Buildings Program
 
In the near future I will introduce legislation to expand the eligible uses for the High Performance Buildings program. This legislation will be similar to SB 226 of the 2013-2014 legislative session sponsored by Senator Jim Ferlo.

The High Performance Building Program was authorized as part of the Alternative Energy Investment Act (Act 1 of 2008-Special Session). The $25,000,000 fund under the Commonwealth Financing Authority, was designed to encourage the construction of “green” buildings and the renovation of existing buildings, into “green” buildings. Unfortunately, the original guidelines for the program have proven to be too restrictive and have therefore led the program to be vastly underutilized. In fact, only two projects have been funded to date.

This legislation would expand the program by allowing all businesses, not just small businesses, to apply for funding. It would also loosen the restrictions on funding by permitting businesses of any size and individuals to apply for funding to be used for residential “green” building and “green” renovation projects. With the loosening of these restrictions, it is my hope that the original intent of the High Performance Building program can finally be realized. Opening up this pool of funding to more businesses and for additional uses will not only encourage more “green” building but will also assist in stimulating the construction industry.
