MEMORANDUM

To: All Senate members
Subject: Endangering the Welfare of a Child

December 16, 2014

To: All Senators

From: Senator Robert M. Tomlinson

Subject: Endangering the Welfare of a Child

Please join me in co-sponsoring legislation which I am planning to reintroduce that would provide for stronger penalties for people who leave children unattended in vehicles by making it a third-degree felony to leave a child under age 13 in a motor vehicle without adult supervision. A third degree felony could result in a prison term of 3 ½ to 7 years and a fine of up to $15,000. Under current law, leaving a child unattended is a misdemeanor of the first degree, unless there is a pattern of endangerment and then a third degree felony could be charged.

I plan to reintroduce this legislation as a result of several unfortunate incidents in my district when adults left children unattended in cars at Parx Casino.
