Senate of Pennsylvania
Session of 2015 - 2016 Regular Session

MEMORANDUM

Posted: December 22, 2014 11:33 AM
From: Senator Mike Folmer
To: All Senate members
Subject: Reintroduction of the Taxpayer Funded Advertising Transparency Act

I plan to reintroduce my Senate Bill 279 as unanimously passed by the full Senate two Sessions ago.

Previous cosponsors were: Folmer, Erickson, Eichelberger, Mensch, Vulakovich, Teplitz, Washington, Vogel, Farnese, Gordner, Hutchinson, Browne, White, Rafferty, Robbins, Ferlo, Vance, Pileggi, Waugh, Ward, Alloway, Brubaker, Baker, Boscola, Brewster, Corman and Greenleaf.

This legislation would require all Commonwealth agencies (executive, legislative and judicial branches) to note whenever tax moneys are used for advertising: "Paid for with Pennsylvania taxpayer dollars."

This requirement would include:
  • Television and radio ads
  • Broadcast and print ads
  • Newspaper, magazine, and billboard ads (however, not classified ads)
This legislation will help educate taxpayers on how their tax moneys are being spent. It could also help reduce overhead costs for state programs as managers would be asking themselves if advertising with tax dollars is warranted.

Thank you.

Introduced as SB442
