Subject: Limitations on Political Contributions by Commonwealth Contractors
 
I will be reintroducing Senate Bill 318 from the 2013-2014 Legislative Session, which addresses concerns regarding campaign contributions from firms seeking procurement work from the Commonwealth.

The bill would amend Title 62 to limit political contributions by contractors who work with the Commonwealth to state office holders or state office candidates. Specifically it would:
  • Require bidding contractors to list political contributions made by executives or PACs associated with them and require lobbyists who work on their behalf to register under the Lobbying Disclosure Act.
  • Define who will be subject to make contributions public under this provision.
  • Require that lobbyists who work on behalf of bidding contractors are registered as stipulated under the Lobbying Disclosure Act.
  • Make all information available to the public and consequently make the bidding process more open and transparent to the taxpayers.
  • Establish limits of political contributions to $2400 per candidate per election and $5000 per PAC per election.

SB 318 was co-sponsored by Senators Blake, Brewster, Browne, Costa, Fontana, Greenleaf, Schwank, Teplitz, Williams, and Yudichak.
