Subject: Moratorium on charter schools
 
In the near future, I intend to introduce legislation that imposes a moratorium on the approval of any new charter or cyber charter school by the State Charter School Appeal Board or any new cyber charter school by the Department of Education effective within sixty days of the act.

The moratorium shall expire on June 30, 2015 or on June 30 of the school year following the implementation of a new testing procedure that more fairly or accurately measures the academic performance of students, schools, school districts or educators.
