Subject: amendments to the One Call Law
 
Please join me in cosponsoring legislation to amend the PA One Call Law. This bill will transfer authority for enforcement from the Department of Labor and Industry to the Public Utility Commission. Transferring enforcement authority is consistent with recommendations of the US Dept. of Transportation’s Pipelines and Hazardous Materials Safety Administration (PHMSA).

The bill removes existing exemptions related to extracting natural resources, municipalities and the Department of Transportation to participate in the One Call system. This will aid in obtaining grants from the federal government.

In an effort to be proactive against the damage that can be created by an unmarked line, the bill creates a Damage Prevention Committee which sets up an administrative process to determine certain violations and assess penalties and will help to mediate problems.

The bill also extends the sunset date of the Act from 2016 to December 31, 2020.
