Senate of Pennsylvania
Session of 2013 - 2014 Regular Session

MEMORANDUM

Posted: May 31, 2013 03:11 PM
From: Senator Lawrence M. Farnese, Jr.
To: All Senate members
Subject: CPR and AED Certification in schools

In the near future, I plan to introduce a bill that would require all school employees be certified in cardio-pulmonary resuscitation (CPR), including athletic coaches and trainers. The bill will also increase automated external defibrillators (AEDs) certification of school employees, as well as include a requirement that each student be certified in CPR before graduation.

I was contacted by 7th grade students at Memphis Street Academy Charter School in my district who were interested in improving the health and safety of school students in Pennsylvania as part of a class project. Their suggestions included increased certification in CPR on both the teacher and student level, as well as increased AED usage and certification.

Currently, AEDs are not required to be in every school. However, under the current school code, for any school that has an AED on the premises, one faculty member is required to be certified in its proper usage. My legislation would increase that number to four to ensure there is ample staff available to render aid in an emergency.

Please join me in sponsoring this health and safety measure.
