Subject: Strengthening the Downtown Location Law
 
In the near future, I will be introducing legislation that would strengthen Pennsylvania’s Downtown Location Law.

Since the original Downtown Location Law went into effect over 12 years ago, over 90 percent of state government leases have been designated in downtown areas.

Last session, Act 72 required increased coordination and communication between the Department of General Services and organizations committed to community, downtown revitalization and historic preservation. Furthermore, it provided exemptions for the likelihood of severe damage resulting from a natural disaster, as well as complying with local zoning ordinances.

My legislation would strengthen the DGS’s ability to deny requests of state agencies to locate outside of a downtown area based on several factors pertaining to, but not limited to the cost to the taxpayer, market competitiveness, the agency’s requirements, the ability to assist Pennsylvanians, economic impacts, among others.

Many downtowns and neighborhoods here experienced positive economic growth due to the implementation of this original law. It is my hope to strengthen the law to provide additional opportunities for downtown jobs and economic growth.
