Senate of Pennsylvania
Session of 2013 - 2014 Regular Session

MEMORANDUM

Posted: February 27, 2013 12:07 PM
From: Senator Michael J. Stack
To: All Senate members
Subject: Prohibit Unemployment Compensation benefits for prisoners

In the near future, I will introduce legislation that would formally prohibit any pending or ongoing unemployment compensation payments be made to persons who are actively incarcerated in Pennsylvania.

This bill would amend the Unemployment Compensation Law in PA. This is a reaction to a recent article in the Philadelphia Inquirer stating that hundreds of prisoners in Pennsylvanai received unemployment comp payments while in prison. This is due to a lack of communication between the Department of Labor and Industry and other relative agencies.

This legislation will close any opportunistic loopholes so that this does not occur in the future.

Introduced as SB734
