Senate of Pennsylvania
Session of 2013 - 2014 Regular Session

MEMORANDUM

Posted: February 7, 2013 11:26 AM
From: Senator Rob Teplitz
To: All Senate members
Subject: State Funded Lobbyists

In the near future, I plan to introduce a bill that will prohibit the use of taxpayer dollars by all three branches of State Government to hire lobbyists to lobby a sister-agency. This bill (with the same language) will shortly be introduced in the House of Representatives by Representative Tina Davis.
This freestanding act would stop the practice of hiring outside lobbyists and lobbying firms that were engaged with State agencies previously, including the Pennsylvania Higher Education Assistance Agency (PHEAA) and Pennsylvania Turnpike Commission. In the past, State agencies have spent hundreds of thousands of dollars to hire lobbyists to contact State legislators. I am proposing that we end this wasteful and unnecessary spending.

Introduced as SB697
