Senate of Pennsylvania
Session of 2013 - 2014 Regular Session

MEMORANDUM

Posted: January 11, 2013 11:04 AM
From: Senator Jay Costa
To: All Senate members
Subject: Human Relations Act

Please join me in sponsoring legislation introduced as S.B. 865 in the 2011-2012 legislative session by Senators COSTA, KITCHEN, TARTAGLIONE, WASHINGTON, LEACH, STACK, FONTANA, BOSCOLA, BROWNE, WILLIAMS and BREWSTER.

In 2009, the Pennsylvania Supreme Court ruled there is no cause of action for sexual discrimination or sexual harassment under the Pennsylvania Human Relations Act (PHRA) for employees of small employers, which is defined as an employer with less than four employees. In order to ensure the rights of all employees, I plan to introduce legislation that amends the definition of “employer” under the PHRA to lower the number of employees from four to one.

I hope you will join me in sponsoring this legislation.
Thank you for your attention to this matter.

Introduced as SB475
