Senate of Pennsylvania
Session of 2013 - 2014 Regular Session

MEMORANDUM

Posted: January 8, 2013 10:10 AM
From: Senator Robert D. Robbins
To: All Senate members
Subject: Public Notice Modernization Act

In the near future, I will be re-introducing legislation that would create the “Public Notice Modernization Act”.

This measure would amend Title 45 (Legal Notices) by giving municipalities, school districts and local authorities the option to electronically publish legal notices on a notice website instead of in a newspaper as is currently required by law.

Giving local governments this ability would eliminate advertising costs and enable them to reach a broader audience to receive bids on equipment and work. It is estimated this legislation would save tens of millions of dollars annually for local governments state-wide.

I believe now is the time to consider the Public Notice Modernization Act. Fewer and fewer people are reading newspapers. Starting in January, the Harrisburg Patriot-News is only offer print versions of their newspaper three days per week, and instead focus on online coverage. Further, a November 2012 Quinnipac University poll of 1,489 Pennsylvania voters indicated only 13 percent of the voters polled said they relied on newspapers for their political news and information.

This legislation will be identical to Senate Bill 804 of the 2011-12 Legislative Session. Previous cosponsors were Senators Costa, Erickson, Farnese, Ferlo, Fontana, Orie, Piccola and Smucker.

Introduced as SB733
