Subject: Co-sponsorship Memo – Expansion of Property Tax / Rent Rebate Program
 
It has been 16 years since income limits were last increased under Pennsylvania’s Property Tax / Rent Rebate program – in January 2007.  Since then, without any increase in the income eligibility for this essential program, the number of recipients of the PTRR has dropped from about 600,000 individuals to an estimated 398,000 in the current year.
 
We ask you to join us in co-sponsoring legislation to increase the income limits for the Property Tax / Rent Rebate program to $45,000 for Homeowners and $45,000 for Renters. It is estimated that under these proposed income limits, an additional 173,000 individuals will qualify for the PTRR either as homeowners or renters.
 
Our proposal, which follows Governor Shapiro’s proposal as outlined in his budget address, also raises the amount each recipient of Property Tax / Rent Rebate program will receive.

Finally, our proposal includes an annual Cost of Living Adjustment so that in future years, the of Property Tax / Rent Rebate program will keep pace with inflation and no one will lose their rebate just because they received a modest increase in their Social Security benefits.
