Subject: Distressed Hospitals Grant Program
 
I will be introducing legislation to establish the Distressed Hospital Grant Program by providing grants to distressed hospitals with the goal of preventing the reduction of services or cessation of operations.
 
My legislation would establish a grant program within the Pennsylvania Department of Health (DOH) for distressed hospitals to apply for funds as long as they meet the necessary criteria as listed below:
  1. The hospital had a negative profit margin for at least the previous three consecutive calendar years or fiscal years.
  2. The hospital is located more than 25 miles of travel distance on a roadway to another hospital located within the Commonwealth.
  3. The distressed hospital must meet the certification requirements as set forth in the bill to remain in operation and not reduce services for at least two years under the program.
Priority of grant awards shall be: 

  1. To distressed hospitals that have provided notice to the department that services will be reduced or cease operations.
  2. A distressed hospital located in a designated medically underserved area.
  3. A distressed hospital located in a rural county.
