Subject: Removing Burdensome California Cars Regulation
 
In 1998, Pennsylvania adopted certain portions of California’s Low Emission Vehicle Program by regulation.  This has meant that passenger cars and trucks must meet certain standards set by California’s Air Resources Board in order to be sold, purchased, titled, or registered in Pennsylvania.
 
California’s recent decision to ban all gas powered vehicles by 2035 demonstrates clearly that their values do not align with Pennsylvania’s values. This unrealistic and damaging goal is certainly not right for our Commonwealth and means that we should be removing all connections between our regulations and California’s regulations.
 
My legislation will make it clear that this burdensome requirement in this regulation does not apply to Pennsylvania.  Once we have removed this regulation, it is important to note that federal emissions standards, which many states follow instead of California’s, will become applicable within Pennsylvania.  Please join me in cosponsoring this important legislation to protect the sovereignty of Pennsylvania to make our own decisions instead of relying on California.
