Subject: Restrictive Covenants in Employment Agreements
 
Restrictive covenants or “non-compete clauses” in employment agreements are unfair to workers, crush innovation, stifle the entrepreneurial spirit, and thwart a healthy economy. These covenants greatly reduce opportunities for those seeking jobs in the service industry, tech sector, sales and marketing, and healthcare. Further, they trap workers and prevent employers from hiring the best and most qualified candidates.
 
My legislation will prohibit non-compete language in employment agreements and prevent the renewal of existing non-compete clauses. This will promote competitiveness in the workplace and open the job market to a wider array of qualified applicants.
 
Forbidding the execution of restrictive covenants will allow employees with in-demand skills to accept better paying jobs, encouraging them to remain in the Commonwealth. We must encourage innovation and economic development by creating an environment where workers and businesses have every opportunity to thrive, creating jobs that pay real wages and real benefits.
 
Improving job opportunities for Pennsylvania workers will have a positive effect up and down the employment market. I hope you will join me in backing Pennsylvania workers by supporting this bill.
