Subject: Regulatory Waivers relating to COVID-19 and Flu Immunization Administration
 
In the near future, we plan to introduce legislation amending the Pharmacy Act of 1961 to preserve three COVID-19 regulatory waivers pertaining to immunizations.
 
The legislation seeks to address three main issues:
  1. Authorize pharmacists and pharmacy interns to administer the influenza and COVID-19 vaccine to individuals five and older.
  2. Allow pharmacists who hold an active Authorization to Administer Injectables to delegate the authority to administer influenza and COVID-19 vaccines to other licensed individuals such as certified registered nurse practitioners, physician assistants and registered nurses.
  3. Expand eligible supervisors of pharmacy interns during administration of COVID-19 and influenza vaccines.
The legislation does not expand authorization for any other immunizations, and it does not authorize pharmacy technicians to administer immunizations.
 
As Chairmen of the Professional Licensure Committee, we have worked with both pharmacists and physicians over the last several months in an effort to reach a negotiated product.  The following groups have signed off on this proposal:

  • PA Association of Chain Drug Stores
  • PA Academy of Family Physicians
  • Value Drug Company
  • PA Chapter of the American Academy of Pediatrics
