Subject: PennSERVE Act
 
We have both had the honor of serving as appointed members of the PennSERVE board, the state’s service commission which is a grant-making partner of the AmeriCorps agency. Through this experience we have had the opportunity to work collaboratively with other board members to promote volunteering, service, and community engagement throughout Pennsylvania. It has been truly meaningful work that should be elevated and recognized.  

During our service, we were surprised to learn that PennSERVE was established under the Administrative Code, not under its own freestanding act.  Amending the law to create a stand-alone act will better highlight the program and its work. Furthermore, thanks to the hard work and dedication of the board and the Pennsylvania Department of Labor and Industry, areas in the law have been identified where updates are necessary to comply with federal requirements. 

As such, we will be introducing legislation creating the freestanding PennSERVE Act. The bill updates the intent of the commission to reflect its modern goals and initiatives more accurately, makes changes to board membership requirements that allow for more flexibility in membership terms and more balanced representation on the board, and allows public official members of the board to continue to serve after the expiration of their term until their respective appointing authority appoints a replacement.
