Subject: Calling on Congress to Reform or Eliminate Emissions Testing Regulations
 
In 1995, Pennsylvania established a state-­­wide agency, the PA Emission Inspection and Maintenance Program, designed to help PA meet regional clean air goals. Under PA’s Emission Inspection Program, the citizens of Pennsylvania’s Commonwealth face unnecessary emissions testing requirements.
 
Out of Pennsylvania’s 67 counties, only 25 participate in the PA Vehicle Emissions, Inspections, and Maintenance Program. This decentralized inspection system requires vehicle owners to comply with different types of emission inspections based on their car’s registration region: Northern Region, Philadelphia Region, Pittsburgh region, and South-Central Regions.
 
Other than the complication of managing and imposing an emissions testing system that is not uniformly
applied across the PA Commonwealth, the emission regulations are no longer necessary mechanisms to
reduce air pollution due to the increase in the number of new, fuel efficient vehicles, such as electric and
diesel powered vehicles.
 
My legislation calls on our Federal partners to take action on the outmoded emission testing regulations to respond to the needs of today’s society and to reduce the unnecessary barriers inflected upon Pennsylvania’s citizens.
