| Subject: | “New Hire and Unemployment Compensation Data Sharing” |
| In the near future I will be introducing legislation to require the sharing of new hire and unemployment claimant data between the Pennsylvania Department of Labor and Industry (DLI) and local workforce development boards. This data-sharing initiative will enable local boards to track the progress of past customers more easily and identify individuals in their region who may be strong candidates for programs offered by the local board. Pennsylvania’s 22 local workforce development boards provide employers and job seekers with critical services. One of the most important ways to evaluate the effectiveness of workforce development programs and services is by measuring customer performance. Unfortunately, local boards often wait extended periods of time to receive customer performance data. However, the Department of Labor and Industry maintains accessible data that could be incredibly helpful for local workforce development boards as they identify potential customers in their region, track the success of past customers, and evaluate the effectiveness of various programs. My legislation would require the Center for Workforce Information Analysis (CWIA), the Commonwealth’s labor market information system, to disseminate new hire data from the Commonwealth’s Directory of New Hires and certain unemployment information to the 22 local workforce development boards across the Commonwealth. The local boards would be required to utilize the information to evaluate program performance and include analysis when developing their local plans. The utilization of data in the improvement and fine tuning of workforce development programs is essential for long-term success and promotes accountability for the investment of public funds. Simply sharing already reported new hire and unemployment data will provide the local boards with the timely opportunity to identify potential customers and measure the success and shortcomings of specific programs and customers.
