| In the near future, I plan to introduce legislation that will address the practice of scholarship displacement at our Commonwealth’s public institutions of higher education. Scholarship displacement occurs when a college or university reduces the amount of financial aid awarded by the institution to a student if they receive a scholarship from a private entity, such as a business or nonprofit. For example, if a student receives $10,000 in financial aid from a university and then is awarded a $5,000 private scholarship, the university could reduce the students financial aid by $5,000. Now, instead of $15,000, the student only has $10,000 to put towards the costs of their education. With the increasing costs of higher education, scholarship displacement punishes students by eliminating the financial incentive of earning a private scholarship and discourages students from seeking them. Scholarship displacement creates a system where private scholarships provide more of a financial benefit to the college or university instead of providing a financial benefit to the student who earned the scholarship.
