MEMORANDUM

Posted: November 9, 2021 03:09 PM

To: All House members
Subject: Increasing the Signature Requirements for School Board Candidates

Soon I will introduce legislation that will increase the number of signatures needed for a candidate to file to run for school board director to 100. Currently, the Pennsylvania Election Code of 1937 requires school board director candidates to collect only 10 signatures.

In Pennsylvania, school boards, created by the General Assembly, serve as local legislative bodies for the public schools within the framework of state laws. In addition to the administrative responsibilities such as choosing curriculum and hiring a superintendent, school board directors have the ability to levy taxes and the fiscal responsibility to adopt a budget for the school district. It should be more challenging to get on the ballot for any individual who has the ability to levy taxes.

Introduced as HB2187
