Subject: Employer Blood Drive Tax Incentive
 
In the near future, I intend to introduce legislation aimed at incentivizing businesses to host blood drives for their employees, thereby increasing Pennsylvania’s blood supply.
 
Many of you will recall headlines documenting the dramatic decrease in blood donations which our health officials and blood banks attributed, at least in part, to the COVID-19 pandemic. In these times of crisis, it is imperative that we have an adequate supply of blood for all Pennsylvanians, and my legislation therefore seeks to ensure that Pennsylvania will be better positioned for these types of situations in the future.
 
Specifically, this legislation mirrors what has recently been done in Oklahoma. Much like the Oklahoma bill, my bill provides for a $20 income tax credit to businesses for each verified employee donation. It must be noted that employer hosted blood drives cannot be open to non-employees. Effective for tax years 2022 through 2027, total credits are to be capped at $500,000 per year.  
 
While my legislation is quite simple, the impact that it will have in the Commonwealth is immensely important. We must always maintain our state’s blood reserves, ensuring Pennsylvanians have life-saving blood in times of need. This tax credit will incentivize business owners to make blood drives more accessible and convenient to their employees, again, with the goal of increasing our blood supply.
