Subject: Multiple Charter School Organization Reform
 
In 2017, the General Assembly amended the Charter School law to permit two or more charter schools to form a multiple charter school organization.  Since the enactment of Act 88 of 2017, not one multiple charter school organization has been able to be formed in the Commonwealth.  Administrative red tape and varying interpretations of the law have stymied the ability of charter schools to use Section 1729.1-A of the Charter School Law to the fullest potential envisioned by the Legislature, namely, to reduce administrative costs in the delivery of charter school education for those children who attend charter schools. 
 
Furthermore, our Charter School Law in Pennsylvania is silent on the process of renewing a charter school charter at the expiration of the term.  This lack of clarity also further frustrates not only charter school governance but also the ability of multiple charter school organizations to be formed and governed. 
 
Our legislation makes technical changes to the Charter School Law to further facilitate the formation of multiple charter school organizations and formalize a renewal process for charter schools. These changes will establish robust school choice alternatives and carry out the will of the legislature intended in 2017, but not yet realized.
