Subject: Real Estate Distance Education waiver
 
In the near future, I plan on introducing legislation to amend the Real Estate Licensing and Registration Act (RELRA) (Act 9 of 1980) to ensure that real estate schools who have been approved to provide a course via traditional in-person instruction may also livestream that course to remotely located students.  My legislation is the result of a review of regulatory provisions which were waived in response to COVID-19 and updates an antiquated and counterproductive regulation.
 
The State Real Estate Commission agrees that instruction provided in an instructor-led synchronous format (livestreamed) is the equivalent, and should be regulated in the same manner, as live in-person instruction. This change is included in a proposed regulation revision, however as you know the regulatory process is exceedingly slow and we can accomplish this commonsense modernization in a more expeditious manner by amending RELRA.
 
The real estate schools that have courses approved for this fall, and the students enrolled to take them, are asking us to make this change as soon as possible. The PA Association of Realtors strongly supports this legislation.
