House of Representatives
Session of 2021 - 2022 Regular Session

MEMORANDUM

Posted: August 25, 2021 12:15 PM
From: Representative Parke Wentling
To: All House members
Subject: Lake Erie Groin Structure

Pennsylvanians in Erie County are fortunate to have quick access to Lake Erie – a 46-mile strip stretching from the Ohio and New York border.  This area gives residents and visitors access to a beautiful coast as well as the Presque Isle State Park.  The responsibility to maintain this shoreline falls on our Commonwealth agencies, local government, and private individuals.

One method for preserving the shoreline are groins – structures used to stabilize a stretch of beach against erosion.  These water structures have been used by the DCNR on Presque Isle as well as others along the shoreline.  Because these water structures are not defined in statute, they fall under the category of commercial structures.

My bill would exempt people from having to pay an annual fee for these water structures – an exemption already applicable for structures constructed, owned, or operated by a department.

During the 2019-2020 Legislative Session, this bill was introduced as House Bill 1779.  The following members served as co-sponsors:

Wentling, Roae, Bizzaro, Merski, Harkins, Sonney, Pickett, Millard, Caltagirone, Bernstine and Ciresi

Please consider joining me in cosponsoring this legislation.  Thank you.

Sincerely,

Parke Wentling
