Subject: Necessary Changes to Aid Our County Boards of Elections
 
Our county boards of elections – along with the dedicated public servants employed by them – are responsible for the efficient conduct of our free and fair elections.  This is no small feat, yet our county boards carry out their statutory duties multiple times a year with conviction.  We must do everything in our power to give our county boards the tools they need to continue to conduct our elections in a secure, effective manner.
 
For this reason, we plan to introduce legislation to change the deadline for the receipt of absentee and mail-in ballot applications from 5 p.m. the Tuesday before an election to 5 p.m. 15 days before an election; however, certain individuals would be eligible to apply for an absentee ballot after this deadline.  The legislation will further require the pre-canvassing of ballots 21 days before an election.  These are commonsense and necessary changes to the Election Code that will greatly help our county boards.
 
The County Commissioners Association of Pennsylvania has requested these changes.  It is important that we deliver results for our local election officials and the voters we all serve.  Please join us in co-sponsoring this legislation.  Your consideration is greatly appreciated.
