Subject: Redistricting Joint Resolution
 
Protecting the integrity of municipal and county boundaries in the redistricting process is the goal of this legislation.  My proposal attempts to better balance population equality and county and municipal boundaries as factors that must be considered by the Commonwealth's Legislative Reapportionment Commission in the legislative redistricting process. 

Specifically, my legislation proposes to amend the Constitution of Pennsylvania to further constrain the division of municipalities and counties.  First, the proposed amendment would establish a maximum deviation from the ideal district population of 10 percent.  Under the proposal, counties and municipalities may not be divided unless absolutely necessary to adhere to the maximum deviation. 

The bill further establishes that the maximum deviation may be less than 10 percent if the lower deviation does not cause more splits than under a plan with a maximum deviation of 10 percent. 

Municipal and county integrity are important redistricting standards.  Municipalities and counties best define our communities.  By enhancing the standards under which the Legislative Reapportionment Commission may consider municipal and county splits, this proposal will serve to protect and strengthen the voice of the people.
