Subject: Resolution 37 – Rules Reform: Requiring Equal Opportunity for Majority and Minority Chairs to Invite Testifiers
 
I will soon be introducing a resolution that would ensure that standing committees hold fair and balanced public hearings. This resolution is one in a package of proposed rules changes being supported by Fair Districts PA.

Specifically, my resolution would amend House Rule 50 (Public Hearings) to require that majority and minority chairs of a standing committee have equal opportunity to invite testifiers at public hearings. It also would require that testifiers invited by the minority chair are allotted equal time as given to testifiers invited by the majority chair.
