Subject: COSPONSOR MEMO – Electric Vehicle Sales in the Commonwealth
 
For many years, almost all new automobiles in Pennsylvania have been sold through dealer networks supplied by respective automobile manufacturers.  Some electric vehicle manufactures, such as Tesla, instead sell directly to the public.  As you may recall, the General Assembly passed Act 125 of 2014 to allow Tesla Motors to sell their electric vehicles directly to the public.
There are other electric vehicle manufacturers with similar direct-to-customer sales models, but Act 125 is so narrowly tailored that it prevents any other electric vehicle manufacturer from selling directly to customers in Pennsylvania.  In my view, this is fundamentally unfair.  Pennsylvania law should not make it difficult for people to purchase an electric vehicle. 
 
With this in mind, I will introduce legislation that expands on Act 125 to permit other electric vehicle manufactures to market vehicles directly to the public.  This proposal is very similar to House Bill 1901 from last session.  If enacted, this proposal will make more electric vehicles more accessible to more potential owners in Pennsylvania.
