Subject: Ghost Metering by Municipal Authorities
 
Colleagues,

In the near future I plan on introducing legislation that will amend the Municipal Authorities Act to allow owners of multiple properties or buildings with multiple units that are served by a single meter to request to be metered and billed as any other commercial customer on the system. Our intention is not to force anyone to make a change but only to give them the option if the customer desires therefore these customers would also have the right to keep the billing system they are currently on.

This legislation is necessary because in some cases authorities will over bill this classification of properties through the use of so called ghost meters, where each unit is treated as an individual unit despite not having a meter to determine the units individual usage. This can lead to situations where Commercial property owners are over-billed hundreds of thousands of gallons of water and sewer when they never come close to using the actual amount they pay for. However, there is no clear mechanism in the Authorities Act to rectify this problem, which is what my legislation seeks to address.

This bill as introduced as HB 1563 as of last session, which passed out of Committee unanimously and passed on the House Floor with only a couple of negative votes.
