Subject: Conservation Plan Requirement
 
I plan to introduce legislation that would require a conservation plan to qualify for the Pennsylvania Department of Agriculture’s Clean and Green Program. Clean and Green is a preferential tax assessment program that bases property taxes on use values rather than fair market value, which ordinarily results in a tax savings for landowners. Presently, over 9.3 million acres are enrolled statewide.
 
While conservation plans are already required by law, there is low compliance. My legislation would require compliance with the requirement for a conservation plan. At no cost to the state or local governments, my bill would add a critical incentive for landowners to comply to the ultimate benefit of Pennsylvania’s environment.
