Subject: Study of Regulatory Waivers and Suspensions- Professional Licensing
 
In the near future, I will be introducing a resolution to direct the Joint State Government Commission (JSGC) to conduct a study on the regulatory waivers and suspensions issued by the Bureau of Professional and Occupational Affairs (BPOA) during the COVID-19 pandemic.
 
Since March 2020, there have been nearly 100 regulatory waivers and suspensions issued by BPOA.  While many of the waivers were issued to ensure there are an adequate number of health care providers to care for Pennsylvanians during COVID-19, other waivers were issued to ensure other licensed professionals such as our barbers, cosmetologists and realtors could continue to work and meet licensure requirements.  These waivers and suspensions vary widely and impact thousands of licensed professionals in the Commonwealth.
 
Specifically, my resolution will direct JSGC to take a look at the regulatory waivers pertaining to license renewal extensions, continuing education requirements, temporary licensure, and reactivations for retired professionals.  JSGC, with the input from stakeholders, will deliver a report to the House and Senate Professional Licensure committees with recommendations as to which waivers and flexibilities should remain in place in an effort to reduce barriers to employment in the Commonwealth.
