Subject:	Municipal Authority Package

In the near future, I plan on introducing a package of four bills designed to target an issue that is occurring in my district. Recently a water authority in a neighboring county, which owns land in my district has begun to construct windmills on the land they hold for watershed management against the objections of my constituents. Therefore, I am introducing a four bill package that aims to address this situation from multiple angles. The first piece of legislation in the package would require the water authority to get approval from the residents of the municipality through the use of a referendum before beginning any development of the land they own. I believe that the feedback and approval of the residents is important to obtain prior to beginning to build windmills that can have a huge impact on the daily life of the residents. The second piece of legislation would require the authority, if it chooses to develop the land, to pay any and all property taxes on the developed land to the municipality. I believe that it is fair to expect the authority to contribute to the municipality and residents by paying property taxes on land that they are developing and receiving income as a result of the construction of windmills. The third piece of legislation requires the Auditor General to perform an in-depth review of the practices of the authority. The final piece of legislation adds a requirement to have the Auditor General perform an audit of the authority’s management, by requiring one to be done every five years to determine if the authority is operating in the most effective fashion.
