Subject: Expanding The Use of Public Private Partnerships (Former HB176)
 
In the near future, I plan to reintroduce the Pennsylvania Public Private Partnership Facilities and Infrastructure Act (P3FIA). The proposal will build upon the Commonwealth’s successful use of Public Private Partnerships (P3s) for transportation infrastructure projects and authorize the expanded use of P3s for a host of other public infrastructure initiatives.

P3s have proven to be an innovative, efficient and cost-effective way to complete complex public-sector projects. Utilizing P3s allows government entities to harness expertise across multiple sectors to quickly and efficiently complete important infrastructure projects.

The timing for expanded P3 capabilities is important as the federal government is considering proposals to dedicate billions of dollars to P3 projects across the country. This legislation is necessary to place Pennsylvania in a position to be able to pursue federal funds to help with federally supported infrastructure projects.
