Subject: Extending PennDOT Products During COVID-19
 
The COVID-19 pandemic has caused significant disruptions to travel, employment, business, and government services across the Commonwealth. As many Pennsylvanians continue to deal with the pandemic’s impact, the requirement to renew vehicle registrations, learner’s permits, driver’s licenses, and identification cards create an undue burden on our residents and business owners during this difficult time.

To address this problem, our legislation looks to extend the expiration date of all vehicle registrations, learner’s permits, driver’s licenses, and identification cards statewide until 90 days after the conclusion of the Governor’s Declaration of Disaster Emergency issued on March 6, 2020. 

This proposal will provide some relief to our residents and business owners who are unable to earn a living as a result of the pandemic by guaranteeing that their PennDOT products will not expire and by postponing the payments of any applicable renewal fees until our health and economic situation improves. It will also help to prevent any interruption to the operation of commercial vehicles which continue to deliver necessary supplies for the Commonwealth.
