Subject: | Unemployment Compensation Benefits for At-Fault Overpayments |
For Pennsylvanians during the ongoing COVID-19 crisis, unemployment compensation benefits deliver a crucial lifeline. Large numbers of workers, displaced from their jobs due to the pandemic, continue to rely on unemployment compensation benefits to keep their families clothed, fed and housed. Unfortunately, COVID-19 has uncovered weaknesses in the system which jeopardize our ability to provide for these workers. When a claimant receives an at fault judgment against them due to overpayment of benefits, they cannot receive benefits until their debt has been repaid. Currently, if a person is found at fault for an overpayment, 100% of any future unemployment compensation benefits will be applied to the amount due. My legislation would reduce this percentage to 50% of future claims, with the remaining 50% going back to the individual in benefits. Claimants must have a sure way to repay their debts so they can receive benefits. It is important that we support all Pennslvania workers during this time of unprecedented challenge.
