| In the near future, I will be introducing legislation to require the Bureau of Professional and Occupational Affairs (BPOA) within the Department of State to provide individuals seeking to become licensed in Pennsylvania the option of applying by paper application under certain circumstances. Over the past two years, the licensing process in Pennsylvania has transitioned to an online system referred to as PALS. While this transition to an online system has streamlined the process for many, it has made the process increasingly more difficult for those who do not have access to a computer or those who have personal convictions against computers or credit cards. In the past, BPOA has handled some of these situations on a case-by-case basis, however the individual needs to go through a lengthy process filling out an affidavit and it is only for religious objection to computer technology. Submission of paper applications for other reasons such as for personal convictions are not an option. Therefore, my legislation will ensure paper applications are available for individuals who are applying for an initial licensure or renewal application, and who object to submitting an electronic application based on their religious or personal conviction. We need to make sure we are doing everything we can to provide a pathway for all Pennsylvanians to enter into the workforce. Thank you in advance for your support and consideration. |
