Subject: First Responder Tuition Assistance (Former HB 1773)
 
In the near future, I intend to reintroduce legislation creating the Tuition Assistance for Active Volunteers Program for our first responders.

Through this program, an active member of a volunteer fire company or EMS agency who attends an approved institution of higher learning, will be eligible to receive tuition assistance. Simply put, I have modeled this legislation after our very successful PA National Guard education assistance program. The PA National Guard program is a tried and true program and a reinvention of the wheel is not necessary when it comes to providing similar benefits with the same goals for our responders who sacrifice daily to protect the health and safety of our citizens.

I bring this legislation forward to address Recommendation #1 of the SR 6 Report to strengthen the recruitment and retention needs of our first responder community, which has seen and continues to suffer from a declining number of volunteer firefighters and emergency service personnel in the Commonwealth.
