Subject: CTE Administrator Membership on Local Work Force Development Board
 
I plan to re-introduce legislation which would require each local Workforce Development Board (WDB) to include in its membership at least one administrator of a Career & Technical Center (CTC) whose attendance area is covered by the service area of the WDB. 
 
In an effort to strengthen the lines of communication between local secondary CTE programs and WDBs, it would be beneficial for WDBs to consistently engage with these stakeholders through their participation on their boards.
 
The role of the local WDB is to engage with CTCs in various ways across the Commonwealth.  WDBs are the channel through which employment information and data flows from the state to local school districts and CTCs, the partnership between these entities is critical for successful program development.
 
This legislation that I plan to introduce will ensure that local communication with WDBs is consistent across the commonwealth to improve delivery of their technical programs
 
This legislation was part of a bipartisan Career and Technical Education (CTE) legislative package, with the goal to improve the delivery of CTE in the Commonwealth.  This package of legislation was a result of the recommendations of the Select Subcommittee on Technical Education and Career Readiness (Select Committee) established pursuant to HR 102 of 2015. The legislation passed the House unanimously and was referred to the Senate Labor and Industry Committee on March 28, 2019. It remains the final bill in the package not enacted into law.
