Subject: Limiting Property Tax Increases Over The Index
 
Every year the Pennsylvania Department of Education publishes an index with the maximum property tax increase a school district may enact. In the event that a school district wants to raise taxes above the index, the school district must either apply for an exemption through the Department of Education, or put the increase on a referendum. I believe that many school districts are potentially misusing the exemptions by applying for them every year.

My proposal would amend the Taxpayer Relief Act of 2006 by limiting a school district to two consecutive exemptions in a three year period. If a school district asked for and received exemptions during the two previous fiscal years, a third consecutive request to raise property taxes above the index must be on a referendum, no exemptions.

I believe school districts are spending beyond their means and leaving the taxpayers out of the decision making process. My bill would simply make a school district ask for permission from the taxpayers to raise taxes. I hope this is something we can all agree on.
