Subject: Helping Undocumented Residents Secure a Driver’s License
 
In today’s fast paced world, a driver’s license is essential to earn a living, travel safely, and live a dignified existence.  Unfortunately, countless undocumented persons are unable to apply for a driver’s license in Pennsylvania because they do not have the required Social Security Number.  As a result, they contribute to our economy without the equal protections and basic rights that the rest of us enjoy, such as the ability to drive safely to work, school, and businesses.
 
To address this issue, I plan to introduce legislation allowing individuals without a Social Security Number to apply for a driver’s license or learner’s permit using secure alternatives such as a federal taxpayer identification number or any combination of documents that reliably proves the applicant’s name and date of birth.  This includes a valid foreign passport, consular identification document, or certified record of the individual’s birth, marriage, adoption, or divorce.  Furthermore, since a “road test” is required to receive a license, this change will improve public safety and reduce the number of unlicensed and uninsured drivers on the road. Having a valid driver’s license will also help individuals feel more comfortable in reporting accidents and cooperating with law enforcement.
 
It is time for a change in the way we issue driver’s licenses in Pennsylvania.  Please join me in supporting this important piece of legislation to help undocumented members of our communities get the tools they need to succeed and better contribute to our great state.  Your consideration is greatly appreciated.
