MEMORANDUM

To: All House members
Subject: Recognizing the Service of Pennsylvania Capitol Police and Honoring United States Capitol Police Officer Brian D. Sicknick

In 1895, the Bureau of Police and Safety, known simply as the Pennsylvania Capitol Police, was established as the first police agency under the Commonwealth's jurisdiction becoming the second oldest state police organization in the United States after the Texas Rangers. The Pennsylvania Capitol Police - as well as similar departments across the nation - have dedicated themselves to the security and safety of public officials, state employees, and millions of visitors annually. Especially during these trying times, we must honor the officers in Pennsylvania and across the United States who uphold their sworn duty to act as protectors and defenders of the law and these institutions of democracy. This is especially true as, through the performance of their duties, they themselves may become targets for senseless acts of violence.

On January 6, 2021, United States Capitol Police Officer Brian D. Sicknick responded to riots outside the U.S. Capitol, where he was injured while physically engaging with protestors. After returning to his division office, he collapsed and was taken to a nearby hospital where he succumbed to his injuries the following evening. The death of Officer Sicknick is a tragic loss of someone who embodied the spirit of patriotism, protecting our Democratic process, institutions, and very members tasked with certifying the will of the people. As we honor the life of Officer Sicknick, we must also recognize the courage of officers here in Pennsylvania and across the United States who allow us to fulfill our legislative responsibilities.

Therefore, I ask that you join me in honoring the Pennsylvania Capitol Police and all those that protect our public institutions of democracy, as well as remembering the life of United States Capitol Police Officer Brian D. Sicknick.
