MEMORANDUM

Posted: January 14, 2021 12:54 PM
From: Representative Anthony M. DeLuca
To: All House members
Subject: Prohibiting Handheld Mobile Phone Use While Driving

In several nearby states, including New Jersey, Delaware, Maryland, New York, and Connecticut, using a handheld mobile phone while driving is illegal. Pennsylvania is behind the curve and should implement a no usage policy here to save lives. To ban all usage while driving would encompass talking and the most dangerous act of texting while driving as well.

Mobile phones are involved in 1.6 million auto crashes each year that cause a half million injuries and take 6,000 lives according to the United States Department of Transportation. An individual who is distracted is three times more likely to be in an accident than a driver who is paying attention.

Such statistics are in the news often and are widely known. Unfortunately, the public’s knowledge of the risks involved with using a handheld mobile phone while driving has not reduced the behavior. An easy to understand law is necessary.

The new law would simply prohibit the use of a handheld mobile phone while driving.

Please join me to usher in a new era of safety while driving in the Commonwealth.
