MEMORANDUM

Posted: January 14, 2021 10:23 AM
From: Representative Liz Hanbidge
To: All House members
Subject: Voter Accessibility ( formerly HB 1328)

The right to vote is at the core of our democracy. Yet, simply traveling to and entering polling places to exercise this right can prove to be challenging for some voters. Accessibility to participate in our government process should be a privilege available to every single Pennsylvanian.

Just as voting is central to our democratic process, accessibility should be central to our voting process. It is critical that we enhance accessibility at the voting booth and work to eliminate as many obstacles as possible by minimizing the physical challenges voters face while attempting to execute their civic duty.

Voting is a right and a privilege and because of this I am introducing a bill that will make voting accessible to all. The bill will allow an election official to bring a paper ballot – or portable voting machine when available – to any voter outside the physical polling place who has a physical, emotional, intellectual, developmental disability, or short-term inability that would preclude them from easily accessing a voting machine. Please join me in ensuring no voter is deterred from casting their vote due to a lack of accessibility.

Introduced as HB893
