Subject: Guardian Background Checks (Former HB2209)
 
I will be re-introducing legislation that will require background checks for prospective guardians and will prohibit convicted felons from serving as guardians.

The Reading Eagle newspaper recently had a series of articles regarding guardianship of adults. The attached article “A Betrayal of Trust” details how an elderly gentleman’s professional guardian had previously been convicted of multiple felonies of financial theft but was still able to become his guardian because the Commonwealth does not require criminal background checks. It is estimated that between guardian and attorney’s fees, and the money that’s unaccounted for, roughly $80,000 was lost in the nearly 15 months since the guardian was appointed. The gentleman has since had to sell his home to cover his debts.

The situation is outrageous. Please join me and co-sponsor this important legislation.
