MEMORANDUM

Posted: January 6, 2021 10:46 AM
From: Representative Perry A. Stambaugh
To: All House members
Subject: Organized Motorcycle Processions

In the near future I will be re-introducing legislation formerly introduced by Representative Mark Keller (HB 634) that affords organized motorcycle processions many of the same rights that funeral processions currently receive. There is a growing issue with those motorcyclists who participate in large group “Rides”. What my legislation will do is bring these “Rides” for charitable purposes into compliance with the Vehicle Code (Title 75) by ensuring that they:
  • may proceed through a traffic signal or stop sign as a group;
  • are authorized to control and direct traffic as the “Ride” passes through an intersection;
  • are required to use visual signals such as a lead and trailing vehicle equipped with flashing yellow lights, lighted headlamps, and emergency flashers; and
  • are required to provide notice to the affected municipalities 14 days prior to the event.

Introduced as HB113
