Subject: Homeless Bill of Rights
 
The homeless of Pennsylvania face extreme challenges even in the best of times. Now, with the COVID-19 pandemic, the disproportionate effects on these citizens are heightened even further.  The burdens of joblessness and poverty increasingly fall on this segment of the population, and pressure on public resources and services is growing with the pandemic.
 
My legislation will establish the Homeless Bill of Rights to protect the civil and human rights of homeless people, ensuring that no individual should suffer unnecessarily, be denied basic rights or be subject to unfair discrimination based on their homeless status. These are key rights homeless people deserve to have protected.
 
Looking out for our most vulnerable populations, especially as we face great challenges in the midst of a disaster emergency, is crucial in maintaining the health and safety of the people of this Commonwealth. Neighborhoods and communities thrive when they work together to look out for those in need.

With the COVID-19 pandemic, it is even more imperative to provide the highest level of protection to these citizens. This legislation is an important step in looking out for our homeless population across Pennsylvania. I hope you will join me in standing up for their rights and dignity.
