| In the near future, I will be re-introducing legislation, co-Prime sponsored with Representative Marcy Toepel last session, which will incentivize companies to find cures for diseases rather than simply continuing to treat them. Currently, spending in healthcare and research is at an all-time high. Even though technology is advancing exponentially we still have not found cures for almost all of the major diseases. Since the “War on Cancer” was declared by President Nixon in 1971 to present day, there have been no results for any type of cure for cancer. This is due to how the current economic model is structured as companies make billions of dollars by just discovering treatments, not cures. Treatments which are much easier to research and can last years, up to a lifetime of a patient, results in high profitability. However, for comparison cures that can be administered once or over a shorter period of time cannot make a significant profit unless its priced extraordinarily high, which leads to cures not being researched in favor of the easier and more profitable treatments. This Cure Bill will create a multi-state compact following existing models that will provide monetary incentives to discover cures. The legislation has already been passed in Ohio and will go into effect once at least five other states have passed it. The Compact will identify at least ten major diseases to target for eradication, that will be based on severity and cost. The Compact will then determine the 5-year taxpayer savings for each state if the disease is cured, this reward will be posted publically. Should someone develop a cure, they can then claim the reward in exchange for their patent and intellectual property and the compacting states will then share their 5-years of taxpayer savings once the cure is widely available. Furthermore, the Compact can then work with contract manufactures to mass produce the cure and distribute it cheaply, likely less than a generic, while resulting in net long-term savings for the government and no cost to taxpayers. If this legislation is passed, there is no risk or cost passed onto the taxpayer, as a reward is only given if a cure is found and then the compacting states only ever have to pay what they actually save. No additional appropriations are required outside of nominal compacting dues, which almost all compacts require.
